Its about moments so

take the pivot to be at point P
Q makes a upward force and Weight makes a downward force
as the person walks from R to Q perpendicular distance decreases with same weight, so moment caused by person decreases, and so moment caused by Q decreases, and since the perpendicular distance from pivot P to Q is the same, this means force at Q decreases.

Same concept if you take pivot at Q
P makes a downward force and Weight makes a downward force
as the person walks from R to Q perpendicular distance decreases with same weight, so moment caused by person decreases, and so moment caused by P decreases, and since the perpendicular distance from pivot Q to P is the same, this means force at P decreases.
